Austin Horstman d8dac1f668 ci: build docs in buildbot output
GitHub Actions runners lack a reusable /nix/store, so rendering the full
manual, options JSON, and manpages on every docs PR pays that cost
uncached. buildbot has a persistent store, so expose the docs outputs
there instead and leave the GHA docs step at the lightweight maintainers
check.

Austin Horstman 0450574818 flake: gate development outputs to supported systems
Keep the home-manager package exposed for all nixpkgs flakeExposed systems, but only expose formatter, devShell, docs, tests, CI helpers, and legacy test packages on supported Home Manager systems.

This prevents nix flake check --all-systems from forcing unavailable formatter toolchains such as GHC on riscv64-linux and x86_64-freebsd.

Fixes #9389.

Keep missing test failures due to them not being included in CI. Now

Austin Horstman 01ea51d706 treewide: use inherit for attribute assignments
This change converts redundant attribute assignments of the form `a =
a;` or `a = someSet.a;` into cleaner `inherit` statements. This reduces
verbosity and follows common Nix style for bringing attributes into
scope.

Statix Codes: W03 (manual_inherit), W04 (manual_inherit_from)

Also include statix and the rule in our configuration.

tetoandAustin Horstman 8e0f4cdeee tests: merge both flakes
we used to have a flake in tests/flake.nix on top of the top-level one.
This results in 2 lockfiles for the same purpose and is not practical.
Instead this moves tests to legacyPackages:

- so they dont appear in "nix flake show" as it can be inconvenient
- legacyPackages supported nested attribute sets of derivations which
  could let us regroup tests under a same set and build that instead.
  For instance, one could `nix build .#tests.neovim` and build all of
  neovim packages. One could still pick a single `nix build
  .#tests.neovim.plugin-config`

dont expose tests into devShells to limit

fix python test runner to find the tests where appropriate

140a7df916 formatter: use a different treefmt root (#6792)
* formatter: use a different treefmt root

Problem: i use jujutsu as a VCS these days https://jj-vcs.github.io/jj/
and when using jujutsu workspaces, they dont contain the `.git`
file/folder that git worktrees have.

solution: use a different (unique) root file. I first tried with flake.nix for instnace but we have several in the tree while is only one "release.json"

* Update flake.nix

Norbert MelzerandGitHub 86a0d627ca home-manger: fix runtime closure (#5174)
Without this fix a `nix-buid . -A home-manager` would successfully
create a `home-manager`. And one could use the included binary until
the next garbage collection, after that it would fail with an
error that it can not find the `home-manager` sources.

Similarily a `nix-copy-closure`d `home-manager` would fail with the
same error on the copies target machine.

This problem existed on both, the flake as well as the non-flake build
of `home-manager`.

Kareem-MedhatandGitHub 4be0464472 home-manager: fix missing string context
The `home-manager` package was being passed a `path` string pointing a
store path while the string didn't have context. As a result the
`home-manager` derivation was created without this path as an input
source allowing it to be garbage collected even though it it being
used by the `home-manager` script. This in turn caused certain
warnings and errors to occur.

Naïm FavierandGitHub 9dd107a1d5 flake: add formatter (#3620)
* format: improve argument handling

For now, fail if the user tries to format a specific file/directory,
or runs the formatter from within a subdirectory.

Handling these situations is slightly tricky because `find -path` is
not very flexible.

* flake: add formatter

This allows running the formatter with `nix fmt`, added in Nix 2.8.

* format: use git ls-files

This is cleaner than `find` and allows us to restrict formatting to
particular files or subdirectories.

Andrew MarshallandGitHub cc58d31953 flake: Expose tests to allow running purely (#3412)
* flake: Expose tests to allow running purely

The existing way to run tests with `nix-shell` relies on impure usage of
`<nixpkgs>`. This can lead to failures when the local nixpkgs is
incompatible with the locked one. I.e., where CI is passing but a
contributor may experience a failure.

So, expose tests as `devShells.tests` to use the locked nixpkgs and
allow easy invocation via `nix develop`.

* tests: Remove impure path

With Nix 2.10+ and pure evaluation mode e.g.

```
nix run nixpkgs/nixos-unstable#nixVersions.nix_2_10 -- develop -i .#tests.zplug-modules
```

this test would fail with:

> error: the path '~/.customZplugHome' can not be resolved in pure mode

Since the test only cares that it is a path, rather than anything about
its contents, use a dummy empty directory.
